The purpose of this study is to automatically classify and analyze free-text descriptions in course evaluation questionnaires, which are widely used in universities but not yet fully utilized, using machine learning, and to improve university education from various aspects through FD and IR activities using the results. In this study, we collected several hundred thousand free responses to course evaluation questionnaires from several universities in Japan, and analyzed them using a technique called topic modeling, which automatically classified each free response into more than one hundred different topics. This enabled analysis that went beyond individual classes, such as the characteristics of the topics in each subject group, and increased the possibility of grasping and improving the actual state of organized education.

As higher education is required to assure quality with the emphasis on learning outcomes, the acquisition of discipline-specific knowledge and skills is undoubtedly important as far as university teaching is based upon academic disciplines. For that purpose, this research project focuses on discipline-based education research (DBER), which has been rapidly developed in North America and the rest of the world while it is largely unknown in Japan. The project has investigated into, and produced some findings on, how to adopt and diffuse DBER-based pedagogic transformation in Japanese contexts with a proper consideration of professional development (PD) and organizational development (OD) to enable the transformation. The combination of DBER with PD and OD has been rarely researched even in North America.

In order to explore the reality of non-regular employees in universities, this research conducted an Internet survey that covers non-regular employees in not only higher education sector but also business, industry or any other sector for a comparative purpose. The survey results have revealed severe conditions surrounding them including their job instability and insecurity, salary or wage lower than regular employees, anxiety for the future, discontent about the lack of esteem for a doctoral degree, dissatisfaction with underemployment not needing their expertise and disparity of treatment between tenured and untenured staff. On the other hand, overseas study visits to UK universities have brought about the findings about the rise of non-traditional professionals, distinctive from conventional academic staff and administrative staff, which are now career options for doctoral graduates.

Main findings of this project include: First, the demographic profile of international faculty differs from their Japanese colleagues; second, at least two broad types of international faculty could be identified, and which differ according to their size and professional roles within their institutions. Type I consists of both Chinese and Korean nationals; Type II is made up of both American and British faculty. The results imply that a diverse body of international faculty with varied demographics, identities, academic preferences and values has come into existence in Japanese universities; finally, in addition to teaching and research, international faculty are also strongly expected to take responsibility for undertaking any activities which cannot be accomplished by Japanese colleagues and helping enhance the international reputation of their universities.

This research aimed to explore how functional differentiation and quality assurance of education programmes at universities and non-universities should be respectively in universal tertiary education systems. From the perspective of objectives, methods and governance of education, each education of academic type and career-oriented one was understood empirically. According to the graduate survey aiming at cooperative IR activities, two vectors meaning the application of acquired learning outcomes and acquisition of competencies needed for jobs were found. The survey for teaching staffs at non-universities showed their conflict that occurred between career and regional orientation by their institutions and research orientation by themselves. Based on the results of curriculum survey like WIL, sectoral features about upgrading of education and the relationship with stakeholders became apparent. National Qualifications Framework would provide implications for the feasibility in Japan.

The term ‘student engagement’ has today become commonplace in global writings on higher education (Millard et al., 2013). Nonetheless, the meaning of this term is actually quite diverse. The reason for this is that the specific who, what, where, when, how (to implement), and why (in pursuit of what objectives) of student engagement differ significantly across countries. This study thus focused on drawing on the existing literature to develop a clearer definition of the concept. The definition emphasises the accomplishment of objectives on the micro-, meso-, and macro-levels and be expressed as follows: Student engagement is where students provide their own efforts and information to the university in pursuit of any or all of the following objectives: (1) maximising the learning outcomes of oneself or one’s fellow students, (2) assuring/improving quality of university education, and (3) reflecting benefits for students, the university, and society in university operations.

Four assessment projects of university internationalization in Europe, such as MINT by Nuffic, IMPI by CHR, ISAS by IAU, and AIM by ACA, were examined through interviewing their developers and users as well as analyzing documents regarding this kind of assessment. As a result, not only differences and similarities among those assessment projects but also their challenges and benefits were found. Then 489 evaluation indicators of IMPI were translated into Japanese and the questionnaire survey was carried out for 228 Japanese universities by using 152 indicators selected from IMPI's indicators in consideration of the Japanese higher education context. The survey results show the current situation and future outlook of internationalization assessment. Also, a set of the most effective evaluation indicators for the assessment of Japanese universities' internationalization efforts were revealed comparing with less effective indicators based on the statistical analysis of the survey data.

This research focused on Junior colleges and professional training colleges as non-university higher education sectors and researched the characteristics of their educational programs with three perspectives, namely “control of education”, “methodology of education” and “goals of education”. We aimed to reveal their specialties with vocational education-oriented approach empirically in contrast with academic-oriented one in universities. Moreover, as policy scientific research we searched the possibilities of national qualifications frameworks in order to improvesocial cognition for non-university education system and their quality assurance. Further, we conducted field studies of non-university higher education institutions abroad. On commencement of this research, we have created four classifications including the “national license sector”, the “industrial sector”, the “commerce and business sector” and the “design, contents and others sector”. We did more field surveys domestic and abroad and revealed their mutual aspects and differentiated trends of their curriculum. Secondly, based on these results we surveyed teaching staff and institutions of junior colleges and professional training colleges nationwide. Through this survey, we clarified the formation of various competencies such as excellence in vocational practice, academic activities, educational qualification and management ability. We found unique operational style of each type of institution. Finally, we did graduate survey focusing their careers and evaluating their graduating colleges.During this research period we held several international seminars at each research stage such as kickoff point, a halfway point and closing points and also had opportunities to present our research results through academic meetings of Japan Association of Higher Education Research and so on.

The purpose of this research project is to clarify process and characters of policy for marketization in higher education in Asia-Pacific area, Japan, Korea, China and Taipei-China. Main policy for marketization has consisted of deregulation, introducing of evaluation and changing of finance in national higher education governance. In institutional level, it should also be added that incorporation of universities and enhancing institutional autonomy were adopted these countries. Globalization has accelerated the pace of marketization, and marketizaition has encouraged quality assurance activities. One of the reasons that marketization has been expanding in lot of countries is changing concept of publicness of higher education. In another word, globalization in higher education means new concept of publicness in higher education instead of classical publicness based on Nations.

The study analyzed the overall trend, development mechanism and the facing problems of transnational education (TNE) from a comparative and comprehensive perspective. TNE refers in this study to the education programs in which learners are located in a country other than the one in which the awarding institution is based. The study has found that the propensity for, types of delivery of and quality assurance system of TNE differs much among countries and institutions, and depending on whether sending or hosting programs. In conclusion, although Japanese higher education falls behind the other developed countries in this field, it dose not necessarily means the nation's failure in academic competition or the denial of inter-nationalization of the system in terms of long term development strategy of education.

Studying abroad is an effective option in fostering university undergraduate students' global awareness. The purpose of this study is to collect data which will be useful for both students contemplating study abroad, as well as to university staff who are expected to give advice to those students. The following points were determined from this current research. 1. Some qualities expected for becoming a global citizen were identified by using two kinds of questionnaire, diary analysis of Japanese university students who attended an international student symposium and interviews with Japanese exchange students studying in Australia. Global citizenship qualities obtained from the survey were ; 1. an understanding, respectful and accepting attitude towards different cultures. 2. knowledge about one's own culture and the ability to discuss it with people from other cultures. 3. a nondiscriminatory attitude towards people. 4. communication abilities in a second language. It was also found that it is important for Japanese students to express their own ideas and opinions clearly to their listeners. 2. 20 Japanese exchange students from Japanese universities to Australian sister universities (for one year) were investigated in more detail as case studies. As research tools, interviews, monthly reports and several tests were employed. As a result, it has become clear that students deepened their understanding of different cultures (not only Australian culture but cultures from other parts of the world) as well as Japanese culture, through their study abroad experiences. They learned more about themselves, their strengths and weaknesses and potential abilities by studying at Australian universities, interacting with new friends, etc. The changes in their identity, their views towards the world and their English proficiency were also investigated. Problems and difficulties experienced by the Japanese exchange students through their lives at their chosen accommodations were also identified.
