However, they have not received much attention in studies or practices.     An effort to internationalize universities often conflicts with domestic systems, and it is seen at Japanese universities, currently. In Japan, to internationalize the university, a shift of the academic calendar from April to fall (September or October) was suggested by the internal panel of the University of Tokyo, in May 2012. This shift is to align the academic calendar to the world standard. Though this suggestion is still under discussion, major Japanese universities and the Japanese government, as well as industry, have started to discuss the issues and obstacles of implementation. While this suggestion might become a potential symbol of the reform for the internationalization of Japanese higher education, it has highlighted conflicts with traditional and domestic systems in many ways. Shifting the academic calendar faces difficulties at the University of Tokyo and other Japanese universities.

    The number of Japanese students who study in the United States has decreased recent years. Several structural issues that are influencing the current declines are explored: a demographic shift, an increased capacity at domestic universities, an economic stagnation, the season of job-hunting for Japanese college students, and academic requirements. Then, new trends and approaches for the increase are discussed.

    To enhance the mobility of student and professionals, many OECD countries employ foreign credential evaluation (FCE) as a means for the recognition of educational credentials and work experience. The main component of this research is a comparative study of FCE functions in Europe, Australia, and the US, with a particular focus on how FCE centers in those countries examine the concept of “substantial differences” between the two credentials being compared. The concept of substantial differences is one of the critical features of the Lisbon Recognition Convention. If substantial differences exist between the foreign qualification and the required qualification, it will prevent the applicant from succeeding in their desired activity, such as further study, research activities, or employment. This research contribute to Japanese society towards establishment of a common understanding regarding substantial differences by identifying critical factors for FCE.

    Prior to this research, we conducted a survey of Japanese universities selected for the Top Global University Project regarding the importance of indicators for the evaluation of university internationalization and selected 53 indicators. Then, from those 53 indicators, the research team constructed a set of 22 indicators in six dimensions. On the formulation of those 22 indicators, firstly, we carried out an online survey of academic and administrative staff involved with international affairs at major Asian institutions about the importance of those 53 indicators. Secondly, we surveyed researchers and experts on internationalization at Japanese universities. Thirdly, through an analysis of the results of all our surveys and discussion with some of those surveyed researchers and experts, a system of 22 indicators was formulated. As the final stage of this research, an online survey with those 22 indicators was conducted and collected 111 responses.

    Based on the North American Study Abroad for Global Engagement (SAGE) retrospective tracer study, 4,489 people with study abroad experience and 1,298 people without study abroad experience were surveyed in Japan’s first comprehensive and systematic comparative analysis of the impact of study abroad on Japanese people. The results clearly indicate study abroad has an enormous impact in all areas including skill-level, class participation, career path, values, engagement and overall life satisfaction.
