Abstract Aims The present study aimed to develop a theoretical model that explores the influence of recalling place memory on cooperative behaviors in local communities. Methods Five hundred ninety‐five Japanese residents (mean age = 49.75 years) participated in an online survey, in which they received one of the three interventions: (1) positive memory; (2) neutral memory and (3) negative memory. Participants were instructed to recall their place memories within their living areas and provide ratings for their place attachment, emotional valence, perceived self‐interest, and willingness to engage in cooperative behaviors. Results The results revealed that individuals who recalled positive‐valenced place memories exhibited a higher willingness to engage in cooperative behaviors. Additionally, this study reveals the previously unreported mediating role of place attachment and perceived self‐interest in promoting cooperative behaviors. Conclusion The findings hold significance in elucidating the relationship between place memory and cooperative behaviors, offering novel insights for community management.
Atmosphere at Briefing Sessions and Its Influence on Local Residents’ Intention to Participate in Discussion Peer-reviewed

Although it is widely recognized that atmosphere influences people’s decision‐making process, few studied have examined the effect of atmosphere in the context of consensus building concerning the construction of controversial infrastructures. At local residents’ briefing sessions, the negative words used by certain members of the strong opposition can often create a negative atmosphere, leading to unpleasant arguments. Therefore, in this study, a vignette experiment was conducted to examine the influence of the atmosphere at briefing sessions on local residents’ intention to participate in discussion. The results showed that local residents reported greater intention to participate in discussion in a positive atmosphere compared to a negative atmosphere. As for the cognitive process, however, while in the positive atmosphere only a single factor (i.e., interest) affected local residents’ intention, in the negative atmosphere multifactors (e.g., procedural justice, disbenefit, and mental burden) affected the intention. These findings suggest the importance of choosing an appropriate strategy to increase resident’s intention to participate in discussion depending on the atmosphere (positive or negative). The psychological mechanism of the influence of atmosphere and effective strategies that project implementers should take when the atmosphere becomes negative at a briefing session are discussed.

Abstract: Depression remains a major concern during the COVID-19 pandemic. Social capital provides support for those struggling with this condition. However, we know little about its multidimensional role as a correlate of mental health. We collected data from 896 participants in three major cities in the United States, Brazil, and Japan between December 31, 2020, and March 3, 2021. Using these data, we conducted a multiple linear regression for correlates with depression measured with the PHQ-4 using social cohesion and controls for demographic factors, such as age and gender. Bonding social capital strongly correlated with depression across the three cultures, while other factors varied according to the location. In Brazil and the United States, a substantial correlate was age. To manage the high prevalence of depression, policymakers should encourage strong social ties within communities.

Each year, a large amount of waste paper (WP) is generated in Japan, and due to the change in lifestyle with the COVID-19 pandemic, the WP collection and recycling system in Japan faces new challenges. Although the government of Japan has installed WP collection systems, the efficiency of these traditional WP collection systems is too low, and this causes inconvenience to the governments, residents, and other stakeholders. On the other hand, some recycling companies in Japan are trying to establish a nontraditional WP collection system by setting their own WP collection stations in cooperative supermarkets. Yet, the efficiency of this new system has not been clarified. This research aims to investigate the current status, operational characteristics, and the role of recycling companies’ WP collection stations in the Japanese WP collection system. By performing trade area analysis and stepwise OLS regression, this research will evaluate WP collection stations’ efficiency. Moreover, this research will also discuss how the new WP collection system improves WP collection efficiency and residents’ convenience. The results show that WP collection stations efficiency is particularly high in large supermarkets with many parking spaces and long business hours, as well as in areas with many families with children. Recycling companies’ WP collection system could create a system, which can satisfy resident, government, and recycling company interests at the same time.

The current study conducted a questionnaire survey targeting people who experienced Japan's big 2011 earthquake, and verified a hypothesis that fair process in community management can improve comfort in daily life through enhancing social capital. As a result of t-test and structural equation modeling it is suggested that, 1) the degree of daily comfort and social capital could be lower in a crisis situation than in a non-critical situation, 2) a critical situation could work as a necessary factor when procedural fairness enhances social capital and then improves daily comfort after the disaster. Besides that, it was also reasoned that an opportunity of consensus building for a public issue like infrastructure planning could be helpful to enhance social capital and daily comfortableness, if people who are responsible to lead the decision making process think much of procedural fairness.

In two survey studies with 1902 Japanese people, we found 7 dimensions of their public evaluation of infrastructural policies: procedural fairness, priority of local residents, and priority of the government in the evaluation of decision making and benefits, local and global costs, and distributive fairness in the evaluation of consequences. Although respondents were generally critical to the current policies, the dimensions of priority of the government and benefits were positively related but those of procedural fairness and global costs were negatively related with satisfaction with the current policies. Supporters of LPD stressed more priority of the government and benefits but less fairness, costs, and priority of local residents. Supporters of the non-governmental parties and nonpartisans showed the opposite pattern. High income goups made a similar evaluation to the LPD supporters, but they did not so trust the government. High educational groups made a multifaceted evaluation of improvement to infrastructure, that is, they did not only stress procedural fairness and costs but also benefits.

Sometimes opinion of surrounding others might be strongly related to one's attitude formation in consensus building process of public development. Particularly, since it seems that there are a lot of regions where a strong community still remains, this tendency becomes often in the provinces part. In general, although it is reported that fair process is important in the negotiation, analysis included the influence of others' opinion has not been done enough. Then, this study analyzes mechanism of the attitude formation of the citizens under the case where the information offered by an administrative person arise the group pressure and disadvantage. When having conducted a psychological experiment, that used the scenario for the student of Tohoku Institute of Technology, the following findings were obtained. That is, 1) group pressure can rise and evaluation on fairness of process will improve at the same time, when administrative person informs opinion of surrounding others. 2) When the group pressure acted in the form of the abovementioned, the person who received pressure got the tendency to form their own attitude mainly based on the self-interest protection. At this time, it was suggested that fairness process was not an important attitude formation factor. 3) It was confirmed again that the attitude was formed based on fairness of process and the self-interest, when the group pressure like the above-mentioned did not act.

This study analyzed people's attitude formation towards infrastructure development from the viewpoint of self-relevance and information release. The model structure is based on the Heuristic Systematic Model and Elaboration Likelihood Model. We conducted a scenario experiment on an Internet web site. Results revealed that social validity of the project and peripheral information, such as trust, were important factors for the formation of attitudes in the inadequate information condition. In addition, our findings suggested that the role of procedural fairness differs by degree of self-relevance, although the model structure appeared to be the same in the two self-relevance conditions. On the other hand, social validity of a project and procedural fairness were significant factors for attitude formation under the adequate information condition. Furthermore, people formed their attitude without peripheral information under the low self-relevance condition, if adequate information was released. These findings suggest that the role of procedural fairness and the formation of attitudes differ depending on the degree of self-relevance.<br>

This study aims at identifying the psychological mechanism for consensus building using a barrier-free road construction project in a local urban area. First, questionnaires were distributed to the local residents who attended the residents' committee meetings concerning the project. Questionnaires were distributed before the first meeting and at the end of subsequent meetings, and collected after the meetings. One-way analysis of variance for within-subject design and structural equation modeling were applied to the collected data. As a result, it was found that 1) fair meetings significantly increased public trust in administrative authorities and the rating of procedural justice, 2) whether the locals would agree to the project or not before the meeting was strongly depended on their trust in administrative authorities and 3) after getting project information in the meeting, the committee determined whether or not to accept the project based on the validity of the project. The shift of factors of attitude formation as shown in the third finding has not yet been reported byany fairness studies in the field of psychology, so it is of high academic value.

This study aims to clear the influence of image and to clear the influence of disclosure on attitude formation. A psychological experiment on the Web was performed for those objectives. As the result, the following findings were obtained. 1) Most of urban residents have negative image for public works. 2) The image of public works is not an important factor of the attitude formation. 3) In case of a project with high benefit, disclosure brings attitude change from negative to positive against the project. 4) In the attitude formation process, disclosure is important more than trust. 5) It has showed that disclosure would have trust building effect.

In the policy evaluation which the Japanese government introduced in 2001, performance measurement is expected to play an important role. Performance measurement evaluates the effect and the degree of achievement of a policy objective by making an actual result contrast with the concrete target set up for each policy. For desirable evaluation, the logical basis is required for the setup of a policy system and indicators. However the knowledge based on the scientific background, such as a setup of evaluation indicators and targets, and examples of such evaluation are very few until now. This paper aims at construction of the infrastructure policy system based on citizen's consciousness by applying the theory of the psychology about the consciousness structure behind the citizen's needs to infrastructure.

The Government of Japan is preparing the introduction of "Policy Evaluation" to confirm the effects of its policies for realization of desirable policies and accountability for people. The main method of the evaluation will be "benchmark evaluation" by measuring the effects and achievement degrees of policies and comparing the objective set by concrete indexes (benchmarks) with the real results of the policies. It is desirable that the benchmarks should be satisfaction degrees of the people or outcomes showing the social efffects produced by the policies rather than outputs showing directly its products.<BR>This paper reports the problems in the benchmark evaluation methods in the USA and Japan, and suggests a benchmark system for the evaluation of infrastructure development policies in view of Maslaw (A. H.)' s approach.

This thesis aims to identify the effects of industrial structure on net migration based on the population statistics and a series of regional input output tables. The fuzzy structural modeling is applied to find out the industrial structure. Prominent growth of tertiary industries was observed nationwide during the period of 1970 and 1990. However, a complex structure (many industry sectors have strong relationship each other) of the tertiary industries has picked up as the major reason of population growth.

This paper overviews historical trend and recent studies of interregional migration research fields and discusses the problems of previous studies and a future prospect. Research works on migration studies in the past have divided into four research fields. They are, a study of area based migration patterns, analyses of historical trend of migration, that of detailed survey based research, and analysis of migration flow. Since the study field of migration flow is most popular and then further subdivided and reviewed in detail. The problems and/or shortages of those research are pointed out and future perspectives of migration study is discussed.

(a) 災害ハザードと移転促進・居住誘導施策を考慮した居住意識構造分析：(a-1)移転促進・立地誘導施策オプションの検討に関して、国内外の文献レビューを行った。 (a-2) 居住地選択調査の設計・実施に関して、Webアンケート調査の調査票作成を行った。また、対象地域の選定に向けた基礎的な分析として、ハザードエリアにおける人口と事業所数のデータをGISを用いて整理し、都道府県別の経年変化を明らかにした（ヌウェイヌウェイゾー・加藤啓吾・水流風馬・鈴木温（2022））。(a-3)施策に対する意識構造分析に関して、昨年行ったプレWebアンケート調査のデータを用い、意識構造分析を行った。特に、ハザードエリアの種類による居住継続意思構造の違いや居住者のリスク認知を考慮し、共分散構造分析によって明らかにした（水流風馬・井倉祐樹・鈴木温・青木俊明（2021）、水流風馬・鈴木温・落合真由・ヌウェイヌウェイゾー（2021））。 (b) 世帯マイクロシミュレーションを用いた移転促進策の効果分析：(b-1) 世帯マイクロシミュレーション（MS）モデルの基本構造を構築した。これまで構築してきた世帯MSモデルをベースに、今後、対象地域を選定し、対象地域のデータを用い、世帯MSモデルの実装を行う。また、居住地の選択は、商業施設や公共施設、事業所等の立地に依存するため、住宅、商業施設、事業所の相互作用を考慮したエージェントベーストモデルも構築した（古田・鈴木（2021）。今後の分析において、世帯マイクロシミュレーションとこのエージェントベーストモデルを併用していく予定である。

In this study, in order to discuss the policy direction for potential merginal districts, we examined the residential decision-making structure of aging areas. Some questionnaire surveys revealed that, (1) The residential decision-making structure in aging districts is different from that in urban areas, (2) Psychological variables such as place attachment are important variables for residential decision making in aging districts, (3) Living by others in aging districts. Willingness influences one's residence decision-making, (4) Improvement of transportation convenience does not necessarily increase residence satisfaction, and (5) Development of new metro could not have an impact enough to induce relocation along the railway line in the short term.

This study analyzed the effectiveness of consensus building approach based on reversibility concept for HLW disposal site construction in France, and discussed validity of the reversibility concept for Japanese cases. The results suggest that the residents of the planned area for HLW disposal site formed their approval attitude based on private interests, trust in the authority, procedural fairness, while people who do not have direct interest with the project formed approval attitude based on social benefits, trust in authority, procedural fairness, and moral obligation. The result also suggests that reversibility concept is valid only for general public. Besides that, impact of public spirits and reciprocity on social consensus building was analyzed.Then, it was suggested that public spirits could have an impact on consensus building, while reciprocity that people feel from authority could not have an impact on it.

This study aims to clarify the psychological mechanism of cooperative behavior for local community and/or organization that people belong to, focusing on fairness in decision making process. The psychological experiment suggests that “moral norm” could be a key word to make an integrated model for cooperative behavior. The questionnaire survey was also conducted. The result of the survey suggests that serious crisis could encourage cooperative behavior. In addition, the result indicates that fair management for a community could encourage cooperative attitude to a community as well.

We conducted three survey studies with 2,565 Japanese people as a total, in which we assesses their attitudes toward the state, the government, and the local communities, perception of social fairness, evaluation of public enterprise policies, and evaluation and preference of resolution strategies for community conflicts over the policies. We found that factor analysis provided 7 dimensions in public evaluation of public enterprise policies, including distributive and procedural fairness and they were determined by social class variables and differently related to the satisfaction of the policies; respondents generally preferred the resolution strategies considering the needs of local residents but the preference was affected by the perceived interests of the parties involved; and residents' responses to community conflicts varied depending on their attitudes toward the community, especially the perceived procedural fairness of community events. We conducted a scenario study using internet to examine the effects of procedural fairness (disclosure) and self-relevancy on people's attitude changes on public enterprise plans, especially focusing on cognitive processing mechanisms, and we found strong, both direct and indirect, effects of procedural fairness. We also conducted a field study in an area having a long debate over a dam construction plan. Interviews with persons in handling the business in the construction office and public administration and a survey research with local residents indicated that the residents' trust in the construction agency depended on their perception of fairness on the agency, suggesting the effects of procedural fairness on public evaluation of public enterprise policies in an actual case analysis.
