    We study the long- and short-term effects of telecommuting (TLC), staggered work hours (SWH), and their combined scheme on peak-period congestion and location patterns. In order to enable a unified comparison of the schemes’ long- and short-term effects, we develop a novel equilibrium analysis approach that consistently synthesizes the long-term equilibrium (location and percentage of telecommuting choice) and short-term equilibrium (preferred arrival time and departure time choice). By exploiting their special mathematical structures similar to optimal transport problems, we derive the closed-form solution to the long- and short-term equilibrium while explicitly considering their interaction. These closed-form solutions elucidate the discrepancies between the effects of each scheme and uncover a paradoxical finding: the introduction of SWH, in conjunction with TLC, may increase the total commuting costs compared with the scenario with only TLC, without yielding any improvement in worker utility.     Abstract This paper studies the social acceptability and feasibility of “herd immunity” strategies against coronavirus disease 2019 (COVID-19). To this end, we propose a control scheme that aims to develop herd immunity while satisfying the following two basic requirements for a viable policy option. The first requirement is social acceptability: the overall deaths should be minimized for social acceptance. The second is feasibility: the healthcare system should not be overwhelmed to avoid diverse adverse effects. Exploiting the fact that the severity of the disease increases considerably with age, the proposed control scheme protects high-risk individuals that mainly consist of the elderly. The protection of high-risk individuals reduces the average severity of the disease in the unprotected population, thereby substantially reducing mortality and avoiding the collapse of the healthcare system. Social acceptability (in terms of the resulting mortality) and feasibility (in terms of the healthcare system capacity) of the proposed herd immunity strategy are summarized into two respective, easily computable conditions by building on a simple susceptible–infected–recovered (SIR) model. For its parsimony, the proposed framework can provide a rule of thumb that applies to various populations for studying the viability of herd immunity strategies against COVID-19. For Japan, herd immunity may be developed by the considered control scheme if and the severity rates of the disease are 1/10 times smaller than the previously reported value, although as high mortality as seasonal influenza is expected.

First, we review the variational formulation of kinematic waves and its application together with pointing out the limitations of its conventional analysis methods. Second, the KW theories for the network traffic are introduced.     Schedule-based transit assignment describes congestion in public transport services by modeling the interactions of passenger behavior in a time-space network built directly on a transit schedule. This study investigates the theoretical properties of scheduled-based Markovian transit assignment with boarding queues. When queues exist at a station, passenger boarding flows are loaded according to the residual vehicle capacity, which depends on the flows of passengers already on board with priority. An equilibrium problem is formulated under this nonseparable link cost structure as well as explicit capacity constraints. The network generalized extreme value (NGEV) model, a general class of additive random utility models with closed-form expression, is used to describe the path choice behavior of passengers. A set of formulations for the equilibrium problem is presented, including variational inequality and fixed-point problems, from which the day-to-day dynamics of passenger flows and costs are derived. It is shown that Lyapunov functions associated with the dynamics can be obtained and guarantee the desirable solution properties of existence, uniqueness, and global stability of the equilibria. In terms of dealing with stochastic equilibrium with explicit capacity constraints and non-separable link cost functions, the present theoretical analysis is a generalization of the existing day-to-day dynamics in the context of general traffic assignment.

  2. Queue replacement principle for corridor problems with heterogeneous commuters

    This study investigates the theoretical properties of a departure time choice problem considering commuters' heterogeneity with respect to the value of schedule delay in corridor networks. Specifically, we develop an analytical method to solve the dynamic system optimal (DSO) and dynamic user equilibrium (DUE) problems. To derive the DSO solution, we first demonstrate the bottleneck-based decomposition property, i.e., the DSO problem can be decomposed into multiple single bottleneck problems. Subsequently, we obtain the analytical solution by applying the theory of optimal transport to each decomposed problem and derive optimal congestion prices to achieve the DSO state. To derive the DUE solution, we prove the queue replacement principle (QRP) that the time-varying optimal congestion prices are equal to the queueing delay in the DUE state at every bottleneck. This principle enables us to derive a closed-form DUE solution based on the DSO solution. Moreover, as an application of the QRP, we prove that the equilibrium solution under various policies (e.g., on-ramp metering, on-ramp pricing, and its partial implementation) can be obtained analytically. Finally, we compare these equilibria with the DSO state.

  3. Non-existence of queues for system optimal departure patterns in tree networks

    This study proves the non-existence of queues for a dynamic system optimal (DSO) departure pattern in a directed rooted tree network with a single destination. First, considering queueing conditions explicitly, we formulate the DSO problem as mathematical programming with complementarity constraints (MPCC) that minimizes the total system cost which consists of the schedule and queueing delay costs. Next, for an arbitrary feasible solution to the MPCC, we prove the existence of another feasible solution where the departure flow pattern on every link is the same but no queue exists. This means that the queues can be eliminated without changing the total schedule delay cost. Queues are deadweight losses, and thus the non-existence theorem of queues in the DSO solution is established. Moreover, as an application of the non-existence theorem, we show that the MPCC can be transformed into a linear programming (LP) problem by eliminating the queueing conditions.

    This study investigates dynamic system-optimal (DSO) and dynamic user equilibrium (DUE) traffic assignment of departure/arrival-time choices in a corridor network. The morning commute problems with a many-to-one pattern of origin-destination demand and the evening commute problems with a one-to-many pattern are considered. Specifically, a novel approach to derive closed-form solutions for both DSO and DUE problems is developed. We first derive a closed-form solution to the DSO problem based on the regularities of the cost and flow variables at an optimal state. By utilizing this solution, we prove that the queuing delay at a bottleneck in a DUE solution is equal to an optimal toll that eliminates the queue in a DSO solution under certain conditions of a schedule delay function. This enables us to derive a closed-form DUE solution by using the DSO solution. We also show the theoretical relationship between the DSO and DUE assignment. Numerical examples are provided to illustrate and verify the analytical results.

    本研究は,交通サービスの多様性や交通利用者の各サービス選好・意思決定などの異質性が交通システムに及ぼす影響とそのメカニズムを解析することを目的とする.そして,交通システムを社会的に効率の良い状態へと導く交通制御・計画に関する知見を得る. 本年度は,都市で運用される多様な交通サービス(e.g. バス,鉄道,シェアリングサービス)と異質な利用者選好を含むシステムを解析する数理モデルを構築した.そして,利用者選好の異質性を踏まえて有限の交通サービスを効率的に割り当てるメカニズムの開発に取り組んだ.ここでは,サービス容量制約下において,利用者がサービス評価値・価格等に基づき自身の効用を最大化するよう利用サービスを選択する戦略型ゲームを定式化した.次に,割当サービス評価値の合計を最大化する社会的効率な状態を実現するためのメカニズムを,オークション理論に基づき設計した.また,現実で生じる不確実性を考慮して,サービス容量が確率的に変動する状況や利用者がリスク回避的に行動する状況におけるメカニズムの数理的性質を検証し,耐戦略性・効率性などの望ましい特性が保たれることを確認した.以上より,利用者選好・運用サービスの異質性を所与としてシステム性能やベンチマーク状態を解析する理論基盤を得た. 並行して,利用者の意思決定の異質性が持つ影響について,動的交通流理論の出発時刻選択問題の安定性分析から考察を深めた.本トピックでは,利用者全体が共通した出発時刻の変更基準(i.e. 進化ダイナミクス)を持っているとき,均衡状態が不安定化することが知られている.本研究では,個別利用者が自身の置かれた状況に応じて異質的な変更基準を有する状況を考えた.そしてこの状況では,交通状態が均衡状態へと大域的に収束することを証明した.すなわち,利用者の意思決定の異質性が交通状態の安定化に資する可能性があることを明らかにした.

    本課題では,情報通信技術などの新技術導入による個々のドライバの挙動変化が交通システムに与える影響を解析するための基盤理論を構築する.そして,交通システムを安定化・効率化する交通制御への知見を得る. まず,前年度でも構築した道路ネットワーク上の動的交通流をドライバの戦略的な経路選択行動から解析する理論を,確率進化ゲーム理論の観点から再整理・定式化した.整理を通して,本研究で構築した理論やその解析結果について,交通の周辺分野であるゲーム理論やOR分野の知見との繋がりを明らかにした. また,交通システムを最適化する制御とドライバの自然な行動選択から生じる均衡状態とのギャップを,安定性の観点から再分析した.具体的には,動的ネットワーク流では待ち行列の存在により一般に複数の最短経路が存在するため,均衡状態が不安定化しやすいことを指摘した.不安定性はドライバが常に効用を改善しようとする行動をとる,あるいはそう行動するように誘導・制御すれば解消されることを明らかにした.しかし一方で,最適化の観点からは,この不安定性はシステムが局所最適から抜け出すことを可能とする揺らぎとも解釈でき,実際にドライバ全員の旅行時間は改善されうることを示した.交通状態の改善過程では揺らぎを許容しながら効率的な状態を探索し,発見したら効率的な状態を安定化するような制御が望ましい. さらに,ドライバの出発時刻選択を考慮した発展的な解析に関する研究をおこなった.ここでは,定式化や制御に向けての知見を得るために,ドライバを流体近似したフローとして取り扱う伝統的な出発時刻選択問題について,均衡状態とシステム最適状態の特性を解析した.その結果,ドライバの効用を均衡状態から変えることなく,混雑課金の導入によりシステム最適を実現できうることが明らかとなった.この知見をベースに個別ドライバ下での制御法を考察することが求められる.

    (1)生存確率の推定手法の提案:計測データには生存開始時刻(運用開始時期),故障時刻,観測期間が不明のデータが含まれており,これらの打切りデータも含めて生存確率を推定する手法を提案した.既往手法および提案手法の数学的な類似性,計測方法による推定手法の選択について考察を行うとともに,ETC機器,トンネル照明取付金具の生存確率の推定を行った. (2)故障原因別,環境要因別の生存確率の推定:故障原因別に生存確率を推定する手法の提案を行い,ETC機器の故障原因別の生存確率を推定した.また,ETC機器とトンネル照明機器について,生存確率が環境要因(凍結防止剤,海による塩害,利用交通量)によって,どのような影響を受けるのかを分析した. (3)点検戦略の評価:推定した生存確率に基づいて,点検戦略(頻度,間隔)の評価を行った.具体的には,生存確率に従う生存期間シミュレーションを用いて,現在の点検方法および新たな点検戦略について,故障件数,点検回数,補修回数について評価を行い,点検戦略の見直しの可能性について知見を得た. (4)故障時や定期点検時に必要な交換部品の配備計画:故障時に必要な予備品について,利用者損失を考慮した社会的損失を最小化するような備蓄拠点と予備品の配置パターンの最適化問題を定式化した.数値計算を行った結果,空間的な拠点の配置,予備品の配置数だけでなく,時間的な配置が重要となりうることが示唆された. (5)維持管理施策改善のためのスクリーニング手法:現場技術者へのアンケート調査により設備の特性を把握し,設備の種類ごとに適切な維持管理施策を決定するための方法論を提案した.NEXCO関西支社管内の41種類の装置機器について調査を実施し,個々の装置機器に対して,故障時の利用者への影響,故障の予兆の有無を把握することにより,適切な維持管理施策が決定できることを確認した.
