    This study focuses on the Soviet policies on the Far Eastern Region under the Stalinist Regime from the 1920's until the end of WWⅡ in 1945. The Manchurian Incident(1931) and the establishment of the State of Manchuria next year have extraordinary large influence on the Stalinist Regime by of the sudden appearance of anticommunist hostile "country", neighboring the Soviet Far East. Emphasizing on this deadly important factor for the Soviet security, this study analyses the Soviet Far Eastern policies by Stalin and the Politburo,the highest decision making body under his control.

    This study focuses on the crucial role of Soviet militarized organization “OSOAVIAKhIM” that had been used by the Stalinist leadership to mobilize all nation including elders, children and women by inculcating them militaristic knowledge during the interwar period when international situation for the Soviet Union has been seriously deteriorated. In order to write a fundamental article on this organization I have tried to collect and analyze various books, articles, candidate and doctoral dissertations defensed during the Soviet and post-Soviet era, especially using newly founded archives materials. Simultaneously I found miscellaneous raw materials in the various archives in Russia.

    Purpose of our project was to find out, collect and analyze first hand documents preserved in various foreign archives especially in China, Taiwan and Russia to study the development and interrelationship of ethnic policies in Chinese Sinkiang (Xinjiang) from 1920's to 1940's by the government of Republic of China (ROC) and Soviet Union. Consequently, we could find new materials and get new standpoint on such matters as Soviet aggressive intervention and expansion of influence into Sinkiang inner policies including the development of natural resources during the reign by Shen Shi ts'ai - the governor of this province, and ROC's changing scheme on periphery integration and its reaction to the Soviet influence and so on.

    As a first example of this broad study, I published a book about Soviet Policies toward Mongolia (from Manchurian Incident to Nomonhan Incident) on the basis of protocols, including "Osobaia Papka", of the Politburo - the most important decision-making organ of USSR in 1930s' with the other archives materials. On this subject I have also collected many works that use inaccessible so far materials from secret police archives. Using these materials I now prepare the works about Sinkiang and Soviet Far East.

    This Project mainly collected Russian side historical materials to study Japan and Russia relations of the late Tokugawa period. The purpose of this project collects the Russia side historical materials which is not introduced to Japan, and translates the historical materials, and to publish it. and to promote the study of the history of Japan and Russia relations. This project published three next source books. 1.     Terayama visited some Siberian and Russian Far Eastern Archives (Novosibirsk, Irkutsk, Chita, Blagoveshchensk, Khavarovsk) so as to collect documents about interwar period history of this region. In Kahavarosk State (oblast') Library he could get a lot of newspaper, journal articles about the facts uncovered and published afar the collapse of Soviet Union. In the report of this project, using these materials, he summarizes such topics as 1)railway construction (Baika-Amur truck, double track on Siberian railway), 2)development of the defense and gold industries, 3)use of forced labor, 4)many repressed party and governmental leaders, 5)Japanese internees in the Soviet Union after the World War II. He investigates the tendency and direction of historical research of this region. Kuribayashi investigates the exchange of letters in Mongolia from Mongolian to Latin, and from Latin to contemporary Cyrillic. He introduces two articles by professor Damdinslen, who played a crucial role in the formation of the Cyrillic method to write in 1941. One is the article of 1940 by which he proposed not to write weakened vowel in writing of Mongolian language in Latin letter and the other is the article of 1945 that characterizes the Cyrillic writing method with the same principles. Oka visited archives in Ulan-Bator and got materials about the exchange of municipal administrative system of Mongolian republics after the revolution of 1921. Recently he sheds some light on the role of "otog" and "bug", - tribal ruling organization under "taiji"-. He considers that under the new regime these tribal organizations, namely, "otogs" and "bugs" were succeeded to newly formed "soms" and the essential interest of the regime was not to reform the status structure of "ki" formed by "saryo","zuicho" and "taiji". He explained this process by introducing the concrete example of a province. Takakura visited Iakutsk to do field work in Sakha republic. He investigates the history of research on Sakah (Iakutsk) from the late imperial period through the Soviet Union. He pays attention to the period of 1920-1930s when Sakha ethnologists started scientific research and, especially to three typical Sakha intelligentsia - Nikiforov, Krakovskii and Ksenofontov -. He presents the activity and life of these scholars, interaction with other intelligentsia supporting the Soviet regime. By this he defines the meaning of the research of this period for the Sakha ethnology.

    In this three years, we went over to Moscow and other cities to collected documents concerned. In addition, we held intensive workshops four times in three years, and shared our knowledge about Moscow Archives. After discussing and analyzing the matters carefully, we started in June 2004 to prepare for the writing for our reports. On the other hand, Prof.Ishikawa, the head investigator of this project, on the basis of data which we had processed, went to China twice to make lectures. One in September 2004 to Beijing (Institute of Modern History Chinese Academy of Social Sciences), another in December 2004 to Shanghai (Shanghai University, East China Normal University, Memorial of the First Congress of the Chinese Communist Party). In these two cities, Prof.Ishikawa gave five time lectures about the relationship between the Chinese communisit movement and the Comintern. These lectures, which was made in Chinese with large audience from many academic institutions, created a great sensation. The Chinese editor of the Shanghai geming shi ziliao yu yanjiu, [Materials and Studies on the Revolutionary History of Shanghai] offered to publish the lectures on their periodical. Beside, some Chinese scholars asked us to keep on information exchange.     Russia has a long and glorious heritage in the field of Mongolian studies since 1830's and it is still one of the most active center of this field in the world. But it has not been easy to make full use of the academic publications in Russia because of its own publishing system during the period of the Soviet Union, and of its instability of political and social conditions since the end of 1980's. The main aim of this project is to research publications on Mongolian studies, including series, monographs, and articles, especially on Mongolian philology and history, published in the Soviet Union(1917-1991) and the Russian Federation(1992-) and to make a bibliography of them. Here "Mongolian" means the family of Mongolian languages, which includes Buriat and Kalmuck in Russia, Dagur, Monguor, Bao-an, Dung-shang, and Shera-Yogur in China, and Mogol in Afghanistan, as well as Khalkha in Mongolia. H. Kuribayashi, an expert in linguistics, took charge of Mongolian philology and K. Terayama, an expert in history, worked in the field of Mongolian history. Our main efforts were directed towards the collection of bibliographical information of Mongolian studies, published chiefly in Moscow, St. Petersburg, Novosibirsk, Ulan-Ude(Buriat), and Elista(Kalmuck). Since the centralization of the Soviet Union has ceased to work since the end of 1980's, we visited organizations and universities located in above-mentioned cities and made contact with some colleagues by e-mails in those cities to get informations about local publications. As for the publications during the period of the Soviet Union, we got a number of bibliographies on Mongolian studies and visited domestic libraries of universities and organizations in order to check original ones. A bibliography of Mongolian philology and linguistic in Russian since 1950's has been ready to bring out.

    1) In order to investigate the publications of science books relating to Dutch studies, quantitative analyses have been made on the books for astronomy, physics, chemistry, navigation and gunnery. The number of books for analyses is as follows: astronomy 333; physics 11; chemistry 84; navigation 8; gunnery 262. 2) The forty-five percent of the whole 333 samples for astronomy is occupied by the category of calendar sciences, while the general astronomy books amount 33%, books for Buddhistic cosmology 16% and others 6%. The chronological analysis shows that its publication in the nineteenth century becomes double in number as in the eighteenth century. The tendency of such growth already can be observed in the fourth quarter of the eighteenth century but marks conspicuous in the nineteenth century. Generally speaking, the publication of the books for calendar sciences is dominant in the first half of the Edo Period whereas the one for astronomy books in the latter half. The turning point seems to be in the years 1772-1788. 3) As for books on physics and navigation, meaningful results are not expected because of the paucity of its samples. However, the translation and studies of Western navigation was begun by official astronomers in the years 1854-1859 and this indicates that official astronomers, in addition to their traditional researches on astronomy and calendar sciences, launched their studies on such a new field as navigation in response to the trend of the age. The writings which have Dutch words Chemie or Chemica in their titles amount the forty-four percent of the whole eighty-four pieces and moreover its sixty-five percent was written by Udagawa Yoan, which reveals his great contribution to the introduction of Western chemistry in the Edo Period. 4) Gunnery is taken up because it induces the campaign for the introduction of Western military science and technology. The first half of the seventeenth century shows the fourteen percent of the whole samples and then the figure presents slackening and rapidly grows, reaching the sixty-seven percent in the nineteenth century. This data is considered to be one of the representation of the crisis consciousness among the Japanese caused by Russian as well as British approach to Japanese coasts. The entire results confirm the argument that Dutch studies in the bakumatsu period turns their principal research interest towards the field of military science and technology.

    The surveillance study on the Japan-Russia exchange material of the pre-modern ages achieved a big following results. 1. After the 17th century, many were able to collect the Russian historical materials concerning the process that Russia approaches Japan. 2. Translating these collection historical materials, and publishing it as Japan-Russia exchange historical materials became possible. When the translation sentence is published, it will have value as basic historical materials collections of the histories related to Japan-Russia. As for the translation sentence of Russian, it is scheduled to publish it as a research library at the Tohoku Asian studies center. 3. This project is a result of the science exchange with the history researcher of Russian Academy of Sciences. This will develop the exchange of the history researcher in Japan-Russia of the future. 4. The descendant of a Japanese drift people who arrived to Russia in Edo period was discovered in Russia. This is landmark findings, and a national exchange of Japan and Russia of the future will be activated.

    本共同研究は、平成24年度に発足したプロジェクトユニット「20世紀ロシア・中国史再考」研究ユニットと連動した研究企画である。現在、中国の「新疆ウイグル自治区」として知られる地域は、20世紀前半までは、今日の分離独立運動に連なるムスリム諸民族による紛争や軍閥割拠に加えて、中国内地からの交通手段の未発達が原因でロシア・ソ連の影響力が著しい地域であった。辛亥革命、ロシア革命による中露両体制の変革後もその傾向は変わらず、モンゴル同様、スターリンが軍隊を派遣して影響力を行使した。現在立場は逆転し、新疆の統治を強化した上にここから経済的影響力を「ロシアの裏庭」たる中央アジアに拡大しようとする中国とロシアの間に、摩擦が伝えられている。このように中露二大国の影響力が交差する微妙な地域の取り扱いには難しい側面があるが、本プロジェクトユニットでは、時期を20世紀前半に限定して中露両方面からの史料収集と分析を進めている。その成果としてセンター経費による上記テーマを主題とした選書の刊行を申請し、出版に向けて鋭意執筆中である。本共同研究は、上記プロジェクトユニットの活動をさらに充実させるべく、国内、国外でセミナーを開催して研究組織構成員の研究成果及び史料収集の動向を発信するとともに、関係方面の専門家を招いて相互に意見や情報を交換し、選書執筆の更なる促進と質的向上に寄与することを主眼とする。
