    In the phase after disasters, particularly those of an unprecedented magnitude, governance structures often emerge specifically oriented toward rebuilding, with a post-disaster institution at its center to head the reconstruction process. However, little is understood about such institutions’ actual operation, impact on recovery, and role in recovery governance. As post-disaster institutions are trending in recovery, it is important to better understand their nature. As a first step to comprehending the role of these institutions, this study explores a framework for evaluating their success and unpacking the implications of managing recovery in a compressed timeframe. Methods included literature and ethnographic analysis using first-hand knowledge accumulated through longitudinal in-person interviews. The case institution is the Office of the Presidential Assistance on Reconstruction and Recovery (OPARR), established after the 2013 typhoon Haiyan (local name Yolanda) in the national government of the Philippines. Two major findings are reported: First, seven themes – “establishment,” “funding,” “coordination,” “politics,” “leadership,” “achievement,” and “post-disestablishment” – are identified as useful to assess post-disaster institutions. Second, concepts of permanency versus impermanency of institutions after disasters and bottom-up participatory versus top-down structured processes are identified as key implications of operating recovery under time compression, and as areas for further research. The proposed framework provides a basis to better understand and ultimately improve these institutions’ operation and will ideally further efforts to research cross-comparisons in various locations. The study results also suggest a first step in increasing knowledge toward more effective institutions and refining methodological approaches to better examine institutional operation and recovery governance.

    This paper shares key findings from past studies on Post Disaster Needs Assessment (PDNA) in Indonesia, to be used as inputs for future research. We used Google Scholar to identify the relevant articles for analysis. From the 297 results obtained, we selected 25 materials, which are reviewed in detail. We classified the findings in the selected literature into 4 topics. (1) Cases of PDNA implementation in Indonesia: many studies deal with the Indian Ocean Tsunami and the Central Java Earthquake. (2) Policy aspects: the previous literature demonstrated PDNA policies and regulations, on which not only the National Disaster Management Agency (BNPB) but also others (e.g., Ministry of Home Affairs) have primary jurisdiction. (3) Coordination of implementation: coordination by the local disaster management agencies (BPBD) when facing challenges. (4) Methodological issues: the United Nations Economic Commission for Latin America and the Caribbean (ECLAC) methodology does not perfectly fit in practice. One of the most significant implications drawn from the review is that more research is needed to examine policy aspects. The existing studies tend to focus mainly on BNPB, and such BNPB-centric perspectives prevented a comprehensive identification of the relevant actors, leading to a narrow range of analysis on PDNA. Our review suggests that changing viewpoints, being mindful of the BNPB function, is beneficial for further understanding PDNA implementation in Indonesia.

    The current study explores the possible relationship between livelihood disruptions and displacement intentions in the short and long term, following a volcanic eruption. Previous studies in a similar context suggest that livestock breeding and farming remain important to the affected population in terms of livelihood maintenance, even when eruptions severely interrupt these activities. Other research findings suggest people consider eruptions opportunities to improve income through increased crop cultivations. Previous studies have concluded that people prefer to return to agricultural and farming activities, even if eruptions significantly disturb them. Little research, however, quantitatively addresses the impact of eruptions on income or explores the relationship between livelihood disruption and relocation intention. To understand this relationship, we conducted a questionnaire survey of villagers in the Kediri and Blitar districts of Indonesia who received an evacuation order during the 2014 Mt. Kelud eruption. We collected and analyzed the data from 440 valid responses. One of our major findings supports earlier research findings vis-à-vis the association between agricultural losses and villagers’ decisions to relocate in the long term. Our data suggest that villagers with no relocation intention had experienced larger agricultural losses, thus suggesting that agricultural losses do not constitute a large factor affecting relocation intention. Likewise, we found there to be no statistically significant relationship between livestock damages/losses and displacement intentions. These findings suggest the importance of further research into causal relationships among economic loss, farming damages and losses, and displacement intentions.

    For many coastal destinations, its geography provides a variety of intrinsic resources that serve as the foundation of its tourism industry, while simultaneously exposing the area to natural hazard risks. Although literature in the fields of tourism and disaster management have identified the accommodation industry's potential in contributing towards disaster preparedness, very few hotels were designated as evacuation buildings during the 2011 Great East Japan Earthquake. Utilizing a mixed methodology of surveys and interviews, this research investigated the state of disaster management collaboration between local governments and hotels. Three Japanese cities were selected due to similar population sizes, presence of a tourism economy, and a history of tsunami vulnerability. Interviews revealed a number of common barriers hotels faced in adopting disaster preparedness initiatives, such as evacuation training, maintaining emergency supplies, and communicating hazard risks to tourists. The presence of a destination marketing organization in one city, contributed towards improved collaboration between the public and private sectors, allowing stakeholders to overcome some of the financial, knowledge, and human resource limitations facing them.

    This research paper focuses on public-private collaboration for disaster risk management in coastal destinations, particularly between the hotel industry and local government. To guide its research, this paper applies collaborative planning theory in developing a research framework to discover gaps between stakeholders attitudes towards collaboration, its outcomes, and obstacles preventing the adoption of specific hotel-based disaster management actions. A case study is used on Matsushima, Japan, a popular coastal destination in the Tohoku Region, which was devastated by the 2011 tsunami. Through surveys and interviews, this study found that hotels can play a key role in working together with the local government towards disaster risk management of coastal destinations. However collaboration gaps between the stakeholders limited the extent of the adoption of hotel-based disaster risk management initiatives. (C) 2017 Elsevier Ltd. All rights reserved.

    Approximately 2 years have passed since the catastrophic damage caused by Super Typhoon Haiyan, which struck the Philippines on November 8, 2013. The purpose of this paper is to illustrate what actually happened during the Haiyan event, by examining observations and literature reviews. Our questionnaire survey results were analyzed to understand availabilities of opportunities to participate in disaster-related education programs and drill to local residents both before and after Haiyan. Following our analysis, we conclude that there were few opportunities for local residents to take part in disaster-related activities in the highly damaged areas in Leyte before Haiyan. After Haiyan, many opportunities for training were provided by non-governmental organizations (NGOs) and city and barangay officials. Residents leant about possible typhoon impacts during Typhoon Haiyan, and the educational activities that took place afterwards, facilitated successful evacuation during Typhoon Ruby. Based on our overview of Typhoon Haiyan and characterization of the human damage incurred by the storm surge in the target area, we recommend some future steps that contribute to reduce the risks posed by natural disasters in the Philippines.

    Due to its intrinsic scenery, many tourism destinations are located in areas that are exposed to various natural hazards such as tsunamis, volcanic eruptions, and high winds. In particular, coastal tourism presents numerous risks unique to the tourism sector due to differences in the type of vulnerabilities faced by tourists compared to other types of communities. Tourists are transient, may lack knowledge of local hazards, perceive risks differently, and may present various communication barriers. Physical mitigation may also be limited as local communities rely on the preservation of the area's natural assets. Research on the effects of disasters in tourism destinations have generally fallen into the categories of emergency management, which is focused on the preparedness and response phases, or solutions, adopting a structural engineering approach. Long-term solutions that utilize non-structural approaches have been acknowledged as vital towards mitigation in various literatures, but in reality, have been scarcely applied. As disasters can constitute a wicked rather than tame problem, long-term solutions should include the input of multiple stakeholders striving towards a working solution that is constantly updated through feedback loops. Urban planning can provide such theoretical backgrounds that are missing from tourism planning studies, but have thus far, been limited to the needs of the permanent communities and not the transient community. This paper examines literature on disaster management planning in coastal destinations and bridges the gap between the fields of urban planning, disaster management and tourism planning, by suggesting the utilization of social learning to address disaster management gaps found in existing literature.

    The concept of ‘building back better’ is being mainstreamed in international development tominimize future devastation from natural disasters. This paper reports on presentations and discussions from the Second International Symposium on Recovery afterMega Disasters: People, Community and Planning, held March 16, 2015 during the Third World Conference on Disaster Risk Reduction. International experts, including practitioners and researchers, presented varied recovery efforts and insights. The three following principles emerged from the symposium. 1) Relocation, compact (re)development, renewable energy, and flood controls are key policy focuses in recovery plans, and require careful individual and community involvement, planning designs, and information sharing. 2) Identifying unique local resources is key for successful recovery and can help formulate innovative strategies. 3) As rebuilding that considers local culture, systems, and groups aids in resilient recovery, planning practitioners need in-depth understanding of local contexts to derive better solutions. Given these three principles, participants agreed that at its core, the concept of ‘building back better’ requires tailormade planning designs and processes.

    土地利用規制と移転による住宅再建の組み合わせは,災害被害軽減策の一つとして途上国開発の文脈においても着目されるようになってきているが,このような土地利用規制による災害リスクのコントロール,特に災害後の移転に着目した研究はあまり行われておらず,様々なリスクを低減させる適切な計画論は構築されていない.その第一歩として,本稿は,ジョクジャカルタ近郊で発生したメラピ火山災害後のコミュニティ主導型の移転再定住を災害リスクの軽減という目的で支援するプログラムである「REKOMPAKプログラム」について分析を行い,このプログラムの利点や課題について報告するものである. 分析の結果,REKOMPAKは,様々な再定住に柔軟に適用され,プログラムの適用を受けた住民は移転を納得していることが明らかになった.さらに,効率的で効果的なREKOMPAKの運営には,コミュニティの参加とプログラムを積極的に進めていく自発的な意志,プログラムと現地事情に詳しいファシリテーター,プログラムの運営のための財源,が必要であることに加え,プログラムの適用対象コミュニティの特性や災害が発生したタイミングも影響することが明らかになった.

    Since March 11 2011, the national government of Japan has invested significant resources to aid recovery in the Tohoku region, devastated by the Great East Japan Earthquake (GEJE) and tsunami. Thus far, 25 trillion yen (approximately US$ 250 billion) has been committed, a 10-year national Reconstruction Agency has been established to guide the process, and many planning policies and rebuilding programs have been developed and implemented. During this time, four Prefectures and 81 local governments have also crafted recovery plans, and identified national rebuilding programs for use in implementing their plans. The first sites for permanent relocated settlements have been completed, and some residents have already moved into permanent disaster recovery public housing. At the same time, approximately 267,000 people are still displaced and living in temporary housing as of March 2014. This chapter provides an overview of policies and programs for rebuilding from the GEJE that have a strong emphasis on reducing risk for future tsunamis, along with the awareness of the need for both physical and non-physical aspects of disaster mitigation. Focus is given to describing policies and programs for land use, temporary housing and the current conditions of disaster survivors in regaining stability in their lives. Also, the progress of program implementation and livelihood rebuilding in communities is clarified, to explain the unprecedented challenges and emerging opportunities that affected localities and communities are experiencing due to the unique nature of the tsunami impacts.

    One year after the Tohoku-oki earthquake and tsunami of 11 March 2011, many coastal communities in Japan's Tohoku region show little progress in rebuilding. Yet as this paper explains, localities, along with affected prefectures and the national government, have been embroiled in a complex, iterative planning process that has involved scientific modeling of future tsunami risk scenarios, difficult decisions about future land uses and funding for reconstruction, and the creation of new polices, programs, and institutions. Taking time to plan conflicts with the urgency to rebuild, but it also provides an opportunity to reflect local needs and to coalesce on a shared vision for rebuilding. While Tohoku's future still remains uncertain, these planning efforts may ultimately lay the foundation for a successful and efficient recovery. Conversely, they may cause unnecessary delays that only exacerbated the region's already fragile economy and community well-being.

    本研究は,阪神・淡路大震災を直接的な契機として展開してきた我が国の「事前復興まちづくり」を,激甚・広域化する気象災害へ,平時の都市計画・まちづくり手法へ拡張し,方法論として考究することをめざしている. 研究初年度の研究実績は主に次の3点となる. 第1に大規模水害を対象とする事前復興の拡張に向けて,米国の洪水対策について文献調査を実施した.特にワシントン大学Bob Freitagらの研究チームの洪水氾濫原(Floodplain)マネジメントの調査研究は,水害発生前の事前移転や浸水を前提とした都市デザインを分析考察しており,これは日本の流域治水や事前復興への接続という点でも注目に値することがわかった. 第2に発災10年経過の東日本大震災,発災5年経過の熊本地震の現地復興調査を実施し,事前復興にフィードバックすべき教訓を考察した.特に津波復興拠点整備事業を経て,エリアマネジメントが展開する大船渡市中心市街地の復興は,中心商業系市街地の事前復興という点で大事な知見を得た. 第3に八王子を対象に,地震だけでなく気象災害を対象とした事前復興まちづくりの方法論について,これまでのフィールドワークを基に原著論文を公表し,同時に市役所との合同研究Projectを実施した.八王子市役所での職員ワーキングでの討議を通して,土砂災害,河川洪水災害に対する事前復興の実装可能な方法論について成果を得た.なお八王子市は,この成果に基づき,2022年4月に震災復興マニュアル改定版を公表している.

    本研究は、住民移転を伴う復興を進める2013年台風ハイアン被災地(タクロバン市周辺)と2018年スラウェシ島地震の沿岸部(パル市周辺)を対象に、4ヵ年の研究を計画している。タクロバン市とパル市の復興経年には5年の差があるが、この復興経年の違いを活用した研究フローとしている。第1年次にあたる2020年度は、2019年度に終了したタクロバン市対象の移転研究による解析結果を活用し、移転・復興計画論の枠組みで不足する必要な情報を収集し、本研究の枠組みともなる分析・検討を行った。パル市の移転・復興については、予備的調査を行った。 <BR> 以下に成果を簡潔に記す。 復興での減災に尽力したタクロバン市の移転・復興の履歴を検討し、本研究作業のため、復興の時間的な枠組みを、被災時から2年前後は「復興計画策定期間」、被災後2年から4年前後は「復興事業実施期間」、被災後5年前後からそれ以降は「事業実施後の減災空間での生活期間」、との仮説を立てた。また、移転・復興での時間経過と、住民の意識・生活の関係では、「復興計画策定期間」にはハザードの低減、「復興事業実施期間」には各世帯の生活再建、「事業実施後の減災空間での生活期間」には新たな生活への適応が中心課題となっていることも明らかにした。さらに、移転・復興計画と事業実施後の大きな差異を提示する事業・項目について、①防潮堤、②移転先住宅地、③沿岸部の元居住地、があり、これらを詳細に調べることの重要性を明らかにした。なお、タクロバン市の事例からは、移転・復興を統括するガバナンスとして、「設立」「資金」「調整」「政治」「リーダーシップ」「達成」「設立後」の7つの項目が重要であることが分析の結果明らかになった。

  5. 経済被害額の算定過程を事例としたインドネシアにおける防災行政の組織間関係の再検討

    本課題の目的は、既往のインドネシア地域研究の成果を踏まえて、自然災害による経済被害額の算定過程における行政組織間関係がどのように調整されているのかを明らかにすることである。その際に、特に算定が難しいとされている住民移転と生計手段を失うことに伴う間接的な経済被害額の算定に焦点を当てる。また、従来の防災分野の先行研究が見過ごしてきた「内務省」の役割に着目する点に本研究の意義がある。 新型コロナウィルス感染症により、インドネシア渡航の目途が立たなかったため、令和3年度は、令和2年度の研究実績を発展させる形で文献調査を継続した。令和2年度の文献調査では、インドネシアのみを対象としてPDNAに関する既往研究を網羅的に収集し、経済被害額の算定についてどのような知見が蓄積されているのかを帰納的に分析した。令和3年度は、インドネシアの結果を相対的に評価するために、フィリピンを対象として同様の文献調査を行い、両国の比較を行った。その結果、インドネシアの文献調査で明らかにした内務省の役割や、内務省が策定した「Standar Pelayanan Minimum(SPM: Minimum Standard of Services)」が経済被害額算定に関係する可能性の独自性が浮き彫りになった。フィリピンには、内務自治省と呼ばれる行政機関があるものの、この機関、または防災官庁(市民防衛局)以外の別の省庁の役割について明示的に発見することができなかった。 以上の点をまとめ、日本国際開発学会第22回春季大会で口頭発表を行い、さらに内容を発展させたものを学術図書(Springer Nature社より刊行予定)の章として査読を受けて、刊行の採択を受けたことが令和3年度の研究実績である。

    発生頻度は低いが、ひとたび生起すると沿岸域の住居やまちの機能に大きな被害をもたらす津波・高潮災害である“低頻度メガリスク型沿岸域災害”を対象として、土地利用マネジメントの効果と課題を明らかにした。東日本大震災については沿岸被災都市の時空間変動を地理情報システムによって可視化し、減災復興を目的とした土地利用計画と市街地整備事業がマルアダプテーションと社会的・空間的な分断などの連鎖を引き起こしていることを指摘した。巨大災害の復興期における不確実性が高い都市空間変動を定量的にモニタリングし、適応力を高めていく必要性を提起した。

    1999年の広島土砂災害後も福祉施設は既存集落と離れた災害リスクの高い場所に立地する傾向がある.本研究は,これまで「嫌悪施設」と捉えられてきた福祉施設を既存集落内に包摂的に立地させ,洪水や津波への垂直避難が可能な建物と健康・福祉の知識がある職員の昼夜を通じた常駐により,周囲の地域の防災力を高めることを考えた.まず,津波避難最適化モデルによる避難機能の定量化を進めた.2019年台風19号水害で福祉施設外への避難が必要となった例を鑑み,福祉施設に加えて教育施設などの公共施設を対象に,長期的な更新,廃止計画に災害対応機能の維持を取り込むための数理モデル研究を進め,実用化に繋がる成果を得た.

    福島県の協力のもと、木造応急仮設住宅の建設、移築、再利用、転用、維持管理、及び長期利用に関わる問題点を整理、分析した。また雲仙普賢岳災害、熊本地震、紀伊半島豪雨災害などの事例を参考に木造応急仮設住宅の災害の種類、規模に応じた使用を検討、整理した。 地域住宅計画を概括すると共に、中国、イタリア、ハワイでの事例調査と合わせ、地域の気候風土に合わせた地域性、地域の活性化を見据えた木造応急仮設住宅の使用について検討した。 以上より、災害の種類、規模、地域性、使用期間、転用等に合わせた木造応急仮設住宅の都市・建築計画、及び構造、工法における使用のあり方を整理した。

    近年、被災後の復興では、将来リスク軽減を目指した移転・再定住施策が重視される。その適切な実施には、効果的な復興のガバナンスと円滑な住民の生活再建過程が鍵を握る。ガバナンス構造は事業推進に関わる権力の所在で決まるが、この変化は、移転・再定住事業の遅延に繋がるだけでなく、生活再建全般に影響する。また住民は、復興初期は災害リスク低減を望む一方、復興後期では生活環境を重視することが確認され、生活環境整備による持続可能な発展の実現が重要であることが分かった。

    本研究では東日本大震災の復旧・復興プロセスを総合的に検証し、今後の災害における「創造的復興」の実現に向けた知見を示し、政策提言を行った。 我が国の復興思想の変遷と地震津波のメカニズムを踏まえた上で、被災・復興類型を行い、住まい・まち、生業と雇用、学校教育・子育て環境、原子力災害、人と資金の制度、記憶と伝承の各分野の施策について考察を行った。その結果を「防災・減災を基盤とした復興思想」、「被災特性に応じた復興政策」、「住民による自律的復興と復興政策の役割」、「復興政策を展開する市町村の能力強化、「国や県による被災市町村への支援」、「次なる災害に向けての記憶と伝承」の6テーマ、43の提言を行った。

    レジリエントな復興を目指す移転・再定住計画に関する普遍的な枠組み構築にむけて、ニューヨークのハリケーンサンディ被災地事例をベースラインとして、社会制度の異なる国・地域における復興過程を比較分析し、よりよい移転・再定住の計画・実施のプロセスに関する原則を検討した。その結果、移転・現地再建のいずれにおいても、参加型のアプローチには多大な時間と努力が必要だが、反復的な合意形成プロセスと住民の満足度が概ね相関していることが明らかになった。ただし、事業の種類や規模、参加の段階により、参加型アプローチの効果が異なり、更なる検証の必要性が示唆された。

    近年、自然災害により被災したコミュニティが、居住地を移転し生活再建する事例が増加している。その際、行政や計画者は再定住計画を立案・実施する役目を担うが、災害後の再定住に関わる計画的学識と教訓はいまだ限られている。 本研究は、多くの災害を経験し、生活再建制度が充実してきたインドネシア国を対象とし、国家や地域的視点から、コミュニティの移転を含む再建政策の変遷と計画決定過程について調査・分析した。復興の過程が参加型であればあるほど、当初計画に近い結果や充実した生活再建を導いており、国際事例との比較検討でも、同様の傾向が見られた。
